Institutions lose trust when communication, leadership behaviour, incentives, decisions and operational delivery contradict one another. The Coherence and Trust Institutional Lab helps leadership teams identify these contradictions before they become reputational or operational crises. Before the workshop, the institution completes a focused diagnostic covering strategy, stakeholder expectations, leadership signals and operational practice. During the laboratory, participants map the institution across five layers: Narrative: what the institution says. Leadership: what senior figures model and reward. Incentives: what the organization actually encourages. Decisions: which priorities receive resources and authority. Delivery: what stakeholders experience in practice. The HOTE Framework adds four tests: whether the institution’s approach is humanly credible, operationally viable, technically supported and ethically legitimate. Performance versus Structure helps participants distinguish visible communication activity from the system’s real capacity to deliver. The laboratory is practical and non-theoretical. Participants identify coherence gaps, assess their impact on specific stakeholders and agree on corrective actions. The final output is an Institutional Coherence Map and a focused 90-day alignment plan. This is not a branding workshop. It combines behavioural science, organizational analysis, strategic communication and practical experience from international institutions, governments and complex multi-country programmes. That synthesis allows the lab to examine credibility as a system—not merely as a communication problem.
